Consolidated Plan

Drafts of the 2024 Annual Action Plan (AAP) and 2023 Consolidated Annual Performance Evaluation Report (CAPER) have been posted on the NC Department of Commerce website. Every five years, the State of North Carolina submits a Consolidated Plan to the US Department of Housing and Urban Development (HUD) that outlines the state’s goals and strategy for using federal funds to meet identified housing and community development needs. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from five block grant programs: Community Development Block Grant (CDBG) ProgramHOME Investment Partnerships (HOME) ProgramHousing Trust Fund (HTF) ProgramEmergency Solutions Grant (ESG) Program and Housing Opportunities for Persons With AIDS (HOPWA) Program. Through the planning process, the Consolidated Plan partners examine the current housing situation in the state, explore housing and community development needs, and sets priorities for spending funds. As described in the Citizen Participation Plan, citizens are encouraged to participate in the planning, implementation and assessment of the Consolidated Plan.

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).
